The Mage's Council

All the human mages in the universe are under the jurisdiction of a mage's council, of which there are more than two dozen. Each council governs between three and ten worlds, and on average, between twenty and three hundred recognized mages. A mage's council answers only to the Great Council, giving them nearly absolute authority over the mages they represent.

Each council is made up of seven poweful mages. By tradition, the seats should be filled with masters of the four elements, life and death, and a seventh, untitled mage, but often the council must make do with the next closest choice.

The Bear Mage -- Lord Xiin

The Death Mage -- Lord Elkar

The Untitled Mage -- serves anonymously to prevent the other council members from bribing or threatening them. In the event of a tie vote between the six named members, it is the Untitled Mage who casts the deciding vote.
